Our federal client is in the first stage of a major automated grants management system implementation. Subsequent releases are following in 2010. Our small, rapidly-growing organizational improvement consultancy is currently seeking a Senior IT Project Manager to lead this effort. The job description is as follows:

Position Description

Responsible for all aspects of the system implementation, including compliance with the governance and project schedule
Establish project scope by studying strategic business drivers and user requirements; discovering and validating technical requirements and parameters; advise client on best practices and trends; and obtain input from subject matter experts.
Establish on-going project objectives and scope.
Anticipate issues and draft proposed solutions on a regular basis. Influence client decisions and clearly communicate risk and issues at the macro levels. Oversee and ensure risk mitigation at the micro levels.
Lead the integration and performance of a 34 person team of cross functional and multi company contractors.
Manage client expectations by building relationships, communicating status and open issues, preparing reports, conducting reviews and issues meetings and identifying work process improvements. Act as the senior point of contact and project management expert to up to 10 federal mid and senior level personnel.
Responsible for managing the scope of the project to ensure that the project is run on time, and within budget.
Partner with the system development team to ensure that the system meets the needs of the client

Qualifications

Master’s Degree preferred with prior IT systems implementation experience required
PMP certification required
At least 8 years of external/internal consulting experience, with proven expertise and successful track record in developing and implementing information technology projects for clients
Strong project management skills – ability to manage multiple work streams, track project risks and report project status to client.
Ability to define, analyze and map both recurring and ad hoc business processes
Ability to effectively formally and informally facilitate large meetings with diverse stakeholders
Ability to drive diverse stakeholders towards consensus or at least workable resolution
Outstanding critical thinking skills
Knowledge of federal grant processes and homeland security highly preferred
Strong oral and written communication skills – ability to develop comprehensive, concise written reports is required(writing sample will be requested of all interviewees)
Strong interpersonal skills and ability to build rapport with clients and team members
Ability to manage multiple client relationships and exercise influence to get things done without having formal authority
Ability to rapidly learn client and industry environment and high level of personal initiative
Ability to drive collaboration and work as a team-player across projects
Desire to work in a small, growing, entrepreneurial company culture is a must
Experience consulting to the government is a strong plus
Proficiency in Microsoft Office Suite, with an emphasis on PowerPoint and Excel as well as Visio is a plus
Security clearance is a plus
U.S. citizenship required
